[Translators-l] New translation template

Thanks for your hacking, Pathoschild! How cool to have it before the
holiday season :)

And I'd appreciate Cbrown1023 for his concerns on translation, as well
as his continuous help on Foundation website maintenance, which is
most of Transcom requests destination.

You couldn't even imagine how you relieve me and make me happy to see
several issues for years. :)
